Kevin and Jene’ Phillips have been involved in outreach ministries since 2009. In June 2022, Mike and Denise Sperry reached out to Legacy Church for help with a ministry they had begun serving on the Navajo Nation. Kevin and Jene’ partnered with the Sperrys to gather a team and supplies to bring food to the community.
During that trip, the Sperrys introduced the Phillips to Jackie Begaye. Through Legacy Church, Kevin and Jene—along with teams of volunteers—were able not only to deliver food but also to repair homes, distribute water and firewood, and even cut wood that Jackie would later provide to those who could not afford such services.
Mrs. Begaye primarily works with U.S. military veterans on the reservation, carrying on the legacy of her father—all at her own expense.
In 2023, Jene’ felt God’s calling to do more to support those who selflessly serve others—people like Jackie, who give out of the goodness of their hearts and their own pockets. From that calling, Lifted Hands Ministries was born.

Pastor Kevin is an ordained minister in the Church of God. He is currently the outreach pastor at Legacy Church of God in Wichita Falls, Texas and works in the family business, Phillips Contracting Services in the oil fields. Jene’ is an exhorter in the Church of God working alongside Kevin. She is a disabled veteran of the USA Air Force.
Jene was honorably discharged on a medical disability in 2006. Kevin and Jene started K&J Construction. Both Kevin and Jene joined the Christian Motorcyclist Association in 2009. They worked with the youth in CMA and became West Texas Area Representatives. They started the first CMA youth group in Texas. In 2017, Kevin and Jene were called to do more. Through the Church of God and Lee University, they went through CAMS and MIP (Minister's training courses.) Kevin became an exhorter and then an ordained minister. The two have been the Legacy youth pastors and outreach pastors. In 2024, Jene' became an exhorter.
